Caribbean Animal Rescue Effort was started by part time Eleuthera, Bahamas residents Holly and Jim Waters.  As frequent travelers to the islands, Holly and Jim witnessed a large numbers of stray and abandoned pets in desperate need of help.  They also saw the amazing efforts by local rescue groups saving lives of stray animals despite lack of resources. They decided to help.  Both accustomed to getting things done, they created C.A.R.E. in April of 2014 and the organization received its 501(c)(3) tax exempt status in July of 2014.
